{"id":67126,"date":"2025-08-18T06:00:18","date_gmt":"2025-08-17T20:00:18","guid":{"rendered":"https:\/\/development.uwu.org.au\/staging\/?p=67126"},"modified":"2025-08-22T10:18:18","modified_gmt":"2025-08-22T00:18:18","slug":"educators-in-support-of-vic-govt-reforms","status":"publish","type":"post","link":"https:\/\/development.uwu.org.au\/staging\/media-release\/educators-in-support-of-vic-govt-reforms\/","title":{"rendered":"SAFER STAFFING DEMAND IN EARLY CHILDHOOD EDUCATION: END RATIO LOOPHOLE, MORE INCLUSION SUPPORT"},"content":{"rendered":"<p>Early education reforms must solve widespread unsafe staffing issues, with early childhood educators demanding an end to a misused staffing loophole and more inclusion support for children who need additional support.<\/p>\n<p>The demands are part of the United Workers Union\u2019s <em>Safer Staffing Action Plan<\/em>, a blueprint for a safer sector based on the views of thousands of educators.<\/p>\n<p>The plan has been put to the Minister for Early Education, Senator Jess Walsh, and State-based education ministers ahead of a meeting of Education Ministers on Friday this week.<\/p>\n<p>Developed in response to the current safety crisis following tragic incidents in Victoria and other states, the plan is built from input about challenges that face educators, children and families.<\/p>\n<p>The <em>Safer Staffing Action Plan<\/em> calls for staffing to be put at the centre of reforms for a safer sector including an end to the so-called under-the-roof ratio.<\/p>\n<p>The staffing loophole allows educator-to-child ratios to be counted across a whole centre (\u201cunder the roof\u201d), even if ratios are not being met in individual rooms.<\/p>\n<p>In a union survey of more than 2000 educators released in July, 77 per cent of educators said they were operating below minimum staffing levels in their rooms at least weekly, and 42 per cent said it was occurring daily \u2013 indicating widespread misuse of the loophole.<\/p>\n<p>In the same survey, 83% of educators strongly agreed the loophole compromises the safety and wellbeing of children.<\/p>\n<p>The plan also includes calls for:<\/p>\n<ul>\n<li>Every child requiring additional support, whether diagnosed or not, to be fully supported through additional staffing and other required resources.<\/li>\n<li>Staffing waivers at centres allowing understaffing to be only used as a last resort and strictly time limited.<\/li>\n<\/ul>\n<p>In the union\u2019s recent survey of more than 2000 educators:<\/p>\n<ul>\n<li>75% said understaffing meant children were left without emotional support,<\/li>\n<li>72% said understaffing led to an increase in children hurting themselves or others.<\/li>\n<li>79% said there was not enough inclusion support educators to meet the needs of children who need additional support.<\/li>\n<\/ul>\n<p>View the full <em>Safer Staffing Action Plan<\/em> online <a href=\"https:\/\/link.mediaoutreach.meltwater.com\/ls\/click?upn=u001.LzYKEeDO9XvpqVO-2B5Y9TXARFxW2HdzprtveWxAokN2WeKiRcvyy4nKSvc97DoryWR9Ii3FWU4-2BHJxaEZqDQn8eDi4HaXXj-2FhQ0uA16fMICdLk7qVSHsraplIzYyYjWZfYAb2aNCZPRgYLy33TNRIUOE4aoyVGPjWgxnUKJqJP7g-3Df3ja_soy70OJ8aUtG-2BOxn9AdaJ4xFj5wsnE5fFTTPD5q0hZJNcb60lRDAHaWDyUpe5-2FwUHTN5BhcFv2IwTwwbeD-2FGbzmOFFY8GST4-2Fykj-2FDYCLV8M-2BP7Er7iV65Ai3FNadWD62c484F7RC018-2FIGR9fWGJLOrSKJQD195uGxnbT-2FEGBLExk-2Ft7ou-2BMVqM3UKmy0TICmomyS3CrtxNZswdugJyfHU0Z709vXnMrXR6bU5D0UbUtx4lCoEbR6vU9qMCWdrCV-2FlP003uDm6qwM8gtDw29PC3aNTJEZRHMGpGgb-2FvL5k5M6myioj7FskgjuXugjYnZ3StNd-2F-2FSB2PaVF8C0HUSX8kJRueePeL1TtNyvQB7bVhiQwX3dVzPHLC7-2B-2FRDzgWbcQnBwkrJftuW4yC5oTl-2BA-3D-3D\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">HERE<\/a>.<\/p>\n<p><strong>Quotes attributable to United Workers Union Early Education Director Carolyn Smith:<\/strong><\/p>\n<p>\u201cWe have seen a range of quick fix responses to safety issues across centres that fail to address the underlying issue of understaffing.<\/p>\n<p>\u201cIf we are to achieve the wellbeing and safety that children deserve, no amount of CCTV can replace the oversight of skilled, trained educators who are able to give children the necessary time and attention.<\/p>\n<p>\u201cIt\u2019s important that reforms address loopholes like the under-the-roof ratio, that is being used by unscrupulous providers to short-change educators, children and families.<\/p>\n<p>\u201cThere is also consistent feedback from educators that a failure to provide necessary levels of support for children who need additional support means that educators are stretched and children are missing out.\u201d<\/p>\n<p><strong>Quotes from early childhood educators:<\/strong><\/p>\n<p>\u201c\u2026 when it comes down to making a decision that puts profits against quality care, profits always win. It\u2019s disheartening to not be able to meet the needs of the children when you need to because you have multiple things to do at once&#8230; Children are not able to get consistent attention and focus to support them.\u201d<\/p>\n<ul>\n<li><strong>Northern Territory\u00a0educator<\/strong><\/li>\n<\/ul>\n<p>\u201cUnder-the-roof ratio has to be cancelled.
